Determine the type of licence your business needs.

The City of Quinte West licences the following:

 

Determine which type of licence you need and apply in person at the customer service desk, the second floor at city hall. Fees range based on the licence. Processing time can take up to a minimum of ten (10) business days and 15 days for first-time licensees. 

Businesses must comply with the business licencing bylaw, applicable fire, zoning regulations, and all other applicable municipal, provincial and federal regulations. Other general conditions: 

  • Licences are non-transferable if a business is sold or moves to a new location.
  • Businesses that require multiple licences must apply for each separately.
  • Completed application (hard copy forms available in person)
  • Business owner authorization letter if the applicant is not the business owner.
  • Certificate of insurance form completed by your insurer or insurance broker
  • Proof of business status:
    • Sole proprietor – a copy of a valid government-issued photo ID.
    • Partnership – a copy of a valid government-issued photo ID for all partners.
    • Corporation – corporation profile report or certificate of status / good standing issued in the past six months. 

Business name registration / master business licence

  • All Ontario master business licence is issued by the Government of Ontario and registers your business’s operation name. You can register your name through Service Ontario.

Licence types

Refreshment vehicles

A refreshment vehicle means a vehicle from which refreshments are sold for consumption by the public at the time of sale or later. Refreshment vehicles include; stationary canteens, mobile canteens, and mobile carts. A refreshment vehicle licence expires at the year-end (Dec. 31). Licenses are non-transferable. Once a licence expires, all documents listed in the information package are required to be re-submitted. Except for the Health Unit, any inspections will be arranged through the clerk’s office upon receipt of the application.

Please note that all information listed below must be included in the application or renewal process. Incomplete packages will be returned. 

  • The licence fee (see licence fees) 
  • Completed application form (PDF)
  • Applicant must also include the following supporting documents:
    • An incorporating document and a copy of the last annual information return filed if any; and
    • If the applicant is a registered partnership, a copy of the registered declaration of partnership; and 
    • A letter of permission concerning the proposed use, from the registered owner of the property or the owners’ authorized agent; and
    • A list containing the names, address, and telephone numbers of all operators; and
    • A description of the vehicle including all equipment (installed or to be installed) for use in the preparation, storage and dispensing of refreshments; and 
    • A list of all types of refreshments that are to be sold; and 
    • If the application is for a stationary canteen, a copy of a current contract with an authorized disposal contractor for the pick-up and disposal of cooking oil; and
    • An original or certified copy of a current valid insurance policy of public liability insurance. The policy shall include a description of the coverage, policy number, effective date, expiry date, limits of liability and details of the vehicle covered, an endorsement included in the insurance policy that provides the city clerk or designated to receive at least 15 days written notice of said policy being cancelled or expiring or any variation of stated policy. The insurance coverage amount shall not be less than $2 million dollars for each occurrence, incidental to the licenced refreshment vehicle, and lastly.
    • An indemnification agreement with the Corporation of the City of Quinte West whereby the refreshment vehicle owner or operator agrees to indemnify, save and hold harmless the Corporation of the City of Quinte West, its agents, servants, employees, and officials from any and all claims, actions, or suits which might be brought against the City of Quinte West arising out of the operation of the refreshment vehicle in any manner whatsoever or any error, negligence or omission of the refreshment vehicle owner or operator, their agents, servants or employees. 
  • Licence renewal shall be subject to review and approval, and a request may be made for confirmation or renewal of any of the information required in the initial application. It shall be provided before the licence is renewed. 
  • Your licence application is a legal document and will be returned or delayed if the instructions are not followed or if any of the documentation is missing; and 
  • The City of Quinte West requires a minimum of ten business days processing time and 15 business days for first time licensees;
  • Type or legibility print all information; and
  • Only original forms and signatures will be accepted; and

Persons signing any licence application must know the applicable city bylaws.

Temporary vendors

A temporary vendor means any person who gets from place to place or a particular place in the City of Quinte West with goods, wares or merchandise for sale or carries or exposes samples, patterns or specimens of any goods, wares or merchandise that are to be delivered in the City of Quinte West afterward. This category also includes special sales and hobby show sales.

Please note that all information, including appropriate documentation and fees, must be included in your application. Incomplete applications will be returned.

  • Applicant must also include the following supporting documents:
    • An incorporating document and a copy of the last annual information return filed if any; and
    • If the applicant is a registered partnership, a copy of the registered declaration of partnership; and 
    • A list of the goods, wares or merchandise that are to be sold; and
    • For a temporary vendor or special sale, a letter of permission, concerning the location and the proposed use, from the registered owner of the property or the owner’s authorized agent; and
    • For a special sale licence, a list of all temporary vendors that are taking part in the special sale; and 
    • Every person applying for a licence, which is an employee, agent or representative and selling on behalf of another person or business must submit, with the application, a letter of authorization from that person or company; and 
    • An original or certified copy of a current valid insurance policy of public liability insurance. The policy shall include a description of the coverage, policy number, effective date, expiry date, limits of liability and details of the vehicle covered, an endorsement included in the insurance policy that provides the City Clerk or designated to receive at least 15 days written notice of said policy being cancelled or expiring or any variation of stated policy. The insurance coverage amount shall be less than $2 million dollars for each occurrence, incidental to the licenced refreshment vehicle, and lastly.

Lodging houses

A lodging house means any house or another building or portion thereof in which persons are harboured, received or lodged for hire but does not include a hotel, hospital, nursing home, home for the young or home for the aged or institution of the hotel, hospital, home or institution is licenced, approved or supervised under any other general or special act, nor a domiciliary home.

  • Applicant must also include the following supporting documents:
    • An incorporating document and a copy of the last annual information return filed if any; and
    • If the applicant is a registered partnership, a copy of the registered declaration of partnership; and 
    • The name of the resident manager if the applicant does not reside on the premises or is not actively in charge; and
    • An original or certified copy of a current valid insurance policy of public liability insurance. The policy shall include a description of the coverage, policy number, effective date, expiry date, limits of liability and details of the vehicle covered, an endorsement included in the insurance policy that provides the city clerk or designated to receive at least 15 days written notice of said policy being cancelled or expiring or any variation of stated policy. The amount of the insurance coverage shall be less than $2 million dollars for each occurrence, incidental to the operation of the licenced refreshment vehicle;
    • A copy of a current final acceptance certificate from a Hydro One Inspection Service which will indicate that all provisions of the Ontario Electrical Safety Code have been met for a lodging house; and lastly
    • An indemnification agreement (PDF) with the Corporation of the City of Quinte West.
  • Your licence application is a legal document and will be returned or delayed if the instructions are not followed or if any of the documentation is missing; and 
  • The City of Quinte West requires a minimum of 10 business days processing time and 15 business days for first time licensees;
  • Type or legibility print all information; and
  • Only original forms and signatures will be accepted; and
  • Persons signing any licence application must know the applicable city bylaws.
