The Ministry of the Environment, Conservation and Parks (MECP) has recently introduced a modernized approach to the Environmental Compliance Approval application process, now called the Consolidated Linear Infrastructure Environmental Compliance Approval (CLI ECA). This approach is intended to reduce the burden on municipalities, developers and the ministry, while imposing a consistent set of conditions intended to improve environmental protection. The City of Quinte West now has this approval.
In an attempt to streamline this process, the City has compiled application packages and checklists to assist developers seeking approval from the municipality under the new CLI ECAs governing the municipal sewage collection system and stormwater management system. You will find each below. Additionally, you will find the same for Form 1 – Watermains approvals.
These forms must be completed by the developer and their engineering consultants (similar to the former ECA approvals). In addition please note the new post-construction requirements.

Application process:
- Complete the application (including checklist and forms) specific to your request(s) for approval.
- Submit completed application package(s) below.
- Pay online below OR visit Quinte West City Hall or the Frankford Municipal Office to complete your payment. If you are completing your payment in person, bring bring receipt of your submission, which will be emailed to you upon completion of the form below.
