1:19:58 – Mayor Harrison and Council presented the 2026 Fire Department Long Service Recognition Awards to City Staff. 

1:36:04 – Tyler Rickey, Owner, The Frozen Shoppe Ltd., addressed Mayor and Council as a representative of the Quinte West business community regarding Data Centres. 

1:44:42 – Jamie Troke, Broker of Record and Owner of Ekort Realty Ltd., Brokerage, addressed Mayor and Council regarding Data Centres.

Notice of Motion 

4:22:15 – Notice of Motion – for the Interim Control By-Law (Deferred from the September 23, 2026 Regular Council Meeting) was not carried under recorded vote. 

5:07:39 – Council passed a Notice of Motion calling on the Province to work with municipalities to establish a more sustainable and predictable funding model for OPP policing costs, particularly in light of the 11% increase in the 2027 OPP budget. Further, Council directed that the resolution be forwarded to the Premier of Ontario, the Minister of the Solicitor General, the Minister of Municipal Affairs and Housing, the local MPP, and the Association of Municipalities of Ontario (AMO).
