Quinte West Council approves new development charges and water and wastewater rates

Oct. 31, 2024 – Quinte West Council passed by-laws establishing new development charges and water and wastewater rates at its meeting on Oct. 30. Both rate increases will help ensure the City can continue to fund the infrastructure development and maintenance projects needed to support the growing community.

The updated development charge rates, adopted in By-law #24-130, come as the result of the City’s Development Charge Background Study that was presented to Council in June. The new development charge rates will apply to new residential and non-residential units and will generate approximately $7 million annually to fund $246 million in future growth projects identified in the study.

The rate changes help balance the costs of new municipal infrastructure such as the new west end trunk sewer project worth $30 million dollars and the west end trunk watermain project for $7.5 million that is nearing completion to service new subdivisions.

The updated development charges are effective Dec. 1, 2024.

On Oct. 30, Quinte West Council also adopted By-law #24-131 approving changes to the City’s water and wastewater rates through Option 1 from the Water and Wastewater Rate Study presented on Aug. 14. This decision maintains the City’s current water and wastewater service levels, and helps Quinte West generate the revenue needed to safely and efficiently meet current and anticipated future demand for these services.

The new water and wastewater rate structure reflects an average increase of $7.50 to the average household monthly water, an average yearly increase of 6.7% over the next 4 years and 4.8% average over the next 10 years.

The new rates will take effect on Jan. 1, 2025.
